Annual Teacher Candidate Performance Metrics
Western Oregon University hosted a reaccreditation site visit with the Council for the Accreditation of Educator Preparation in 2022 and the review team determined that all standards were met with no areas for improvement. This success earned Western recognition with the Franky Murray Leadership Recognition for Continuous Improvement Award. Western presents the following four annual measures reporting completer effectiveness and impact on P-12 learning, satisfaction of employers, candidate competence at program completion, and ability of completers to be hired. This information is meant to complement information provided in our annual report filed with the Council for the Accreditation of Educator Preparation (CAEP).
In each case, data reported includes at least the three most recently available data up through 2022-2023. We provide this information publicly and clearly so that it is broadly available to consumers and partners. Each data report provides appropriate contextualization, analysis, and summary to achieve maximum transparency and appropriate utility. Where appropriate, confidentiality of data was considered.

Measures
Measure 1: Completer Effectiveness and Impact on P-12 Learning and Development
Evidence submitted in the most recent unit-review in fall 2022 included results of a study conducted in collaboration with a large, employing school district that shared statewide achievement testing data with Western Oregon University to determine the degree to which Western graduates could facilitate learning as compared against other educators not prepared at Western. Upon completion of the self-study, leadership transitions prevented replication of this study and so no new data is available at this time. Western faculty are exploring alternative strategies to measure completer effectiveness and impact on P-12 learning.
It must be noted that Oregon is a “no data state” meaning that no statewide system exists that tracks educator preparation program completers into employment so it isn’t possible, in any statewide and systematic way, to track graduates and investigate impact and effectiveness without the kinds of strong, collaborative partnerships used to meet these standards in the last unit-review in fall 2022. For these reasons, Western Oregon University is unable to track systematically any “completers” because hiring cannot be verified except through ad-hoc and individual reporting.
In 2024, SB 283 was passed requiring the construction of a statewide educator data system that will move Oregon toward solutions in this regard. Until that work is completed, Western Oregon University is unlikely to have new data that is systematic across all completers.
Measure 2: Satisfaction of Employers and Stakeholder Involvement
All Oregon educator preparation programs participated in a common, statewide employer satisfaction survey that launched in 2015. The survey asked employing principals to rate newly graduated and employed educators according to their perceived skillfulness in areas aligned to InTASC standards. The pandemic disrupted survey administration and Oregon has been working to recover the survey momentum since that time.
The most recent statewide survey data available is for 2021 and 2022 program completers working in their first and second year of employment in the 2023-2024 year. For the whole group, 68.8% of principals indicated that they were VERY SATISFIED with their newly hired, Oregon-prepared educator. 18.% indicated that they were SOMEWHAT SATISFIED and only 6.3% indicated that they were SOMEWHAT DISSATISFIED with their newly hired, Oregon-prepared educator.
Data specific to Western Oregon University prepared graduates was suppressed due to low response rates and so we are only able to report the state means at this time. Western specific data can be found under PREVIOUS YEARS DATA found at the bottom of this page.
Measure 3: Candidate Competence at Program Completion
In an effort to demonstrate candidate competency at program completion, Western offers three separate measures including: (1) Candidate Preservice Assessment of Student Teaching (CPAST) ratings which score completers actions through direct observation of classroom practice; (2) edTPA pass rates over time, and; (3) Summative content area test pass rates indicating the degree to which completers show state required content knowledge.
Measure 4: Ability of Completers to be Hired
Oregon continues to be a “100% completer state” meaning that when a candidate is recommended for licensure upon completion of a preparation program they are eligible to be employed in the area for which they have prepared. This has not varied for more than 20 years in Oregon.
